About DELLTA

Welcome students, families, educators, and leaders of English learners.  

​Our organization was founded by our Advisory Council Member, Mrs. Hilda Delgado-Greener.

Since founded, DELLTA has been a voice for DE English Learners and a forum for dedicated teachers, professionals, and researchers in EL and linguistic arenas. We invite like-minded professionals to join us in advocating for and supporting English learners.

Our Mission

Delaware English Language Learners, Teachers & Advocates

DELLTA is dedicated to advocating quality education for students of all ages who are learning English as an additional language.  We support students, educators, and families of English Learners. We offer graduation awards, seek equitable funding, and promote appropriate training for all educators who work with ELs, both mainstream and EL teachers.

Origins of DELLTA

DELLTA was founded in 1989 by Hilda Delgado, an educator who recognized a growing need to support teachers working with English learners throughout Delaware. After creating a network to connect educators and share effective strategies, she helped build a community dedicated to improving language instruction and advocating for students with limited English proficiency. Under her leadership, the group expanded to hundreds of members, raised scholarship funds, and worked closely with schools to ensure English learners received the recognition and opportunities they deserved. Her vision and commitment laid the foundation for the organization’s ongoing work to empower students and strengthen support for multilingual learners across the state.

Originally established as DelaLEPs—Delaware Advocates for Limited English Proficient Students—the organization provided educators with a vital network and a voice for students who were often overlooked. As terminology evolved in the 1990s, the group adopted the name DELLTA (Delaware English Language Learners Teacher Advocates) to reflect updated language used for English learners and to remain aligned with national standards. This evolution, guided by Hilda Delgado’s leadership, helped solidify the organization’s identity and set the stage for the advocacy, collaboration, and student-centered mission that continues today.

DELLTA empowers Multilingual Learners and their educators by advocating for equitable resources, supporting professional growth, celebrating student achievements, and promoting linguistic diversity. Through collaboration, research, and community engagement, we strengthen multilingual education across Delaware.​​​
We aim to:

1. To advocate for appropriate legislation, sufficient funding, and community involvement for Multilingual Learners (MLLs) throughout the state of Delaware.

2. To promote improvement in the education of English language acquisition.

3. To improve awareness and appreciation of linguistic diversity in Delaware and the nation.

4. To promote and support the professional development of educators of Multilingual Learners.

5. To recognize the achievements of linguistic minority students through the scholarship grants.

6. To provide opportunities for group study and discussions of challenges MLL educators encounter.

7. To assist as a resource in posting the latest educational MLL research.

8. To provide a forum for presenters in the field of English language acquisition.

9. To network with other educational associations.
