Dear Mrs. Scarborough,

Thank you for contacting me about the Trump Administration’s plan to stop program funding for unaccompanied children at the border. I appreciate hearing from you on this important matter.As you may know, The United States has been struggling to manage an unprecedented migration of families and unaccompanied children from Central America who have made their way to the southern U.S. border. Many of these people have come to this country to escape drug and gang related violence in their home countries of El Salvador, Guatemala, and Honduras, but as a result, the surge has caused overcrowding in detention facilities and has backlogged immigration court proceedings that handle removals and deportations. As you mentioned in your letter, The Health and Human Services Department released a statement on June 5, 2019. The statement, which has since been removed, pronounced that the Office of Refugee Resettlement would restrict or cancel education, legal aid and recreation activities due to financial constraints imposed on dentation facilities due to the large number of children seeking entry to the United State at our southern border. That being said, I am pleased to inform you that on June 26, 2019 the Senate passed a bipartisan border bill that will provide $4.59 billion in supplemental relief to address the humanitarian crisis and ensure humane treatment for migrant families and children. This bill will also help provide funding for educational and recreational programs as well as legal aid for unaccompanied children.I agree with you that we have a moral obligation to ensure that these children are safe and given a fair chance to show up at their court proceedings. Going forward, I will continue to monitor the actions of the Trump administration in order to ensure that the families are reunited, the children have adequate care in the detention facilities and I will continue to call for a humane and compassionate approach toward those arriving at our borders.Thank you again for contacting me about this important issue.
