Read this article on recent legislation for DE Teaching in High-Need Areas. I researched a little further and found this recent government publication and this info. on the specific areas deemed as High-Needs. DE's data starts on page #30. ESL/ELL/ESOL has been a High-Needs area since the 2003/04 SY through actuality.
